Top-20 per discipline at each level earns that level's medal. Only the regional level (Silver, 500/discipline) is assessed now. Points are incremental — a discipline's total is the ceiling of its highest level, so climbing a level adds only the step up, not the sum.
Defending champions (UEFA-style): last season's discipline winners are seeded straight into the macro-region level, skipping the country and regional rounds — they may present at the regional councils but are not required to.
